OPEN INTERNATIONAL TENDER FOR THE EXPLOITATION OF THE BAUXITE BLOCK OF SANTOU (TELIMELE)

The Republic of Guinea ("Guinea" or the "State"), represented by the Minister of Mines and Geology, is launching an open tender procedure (the "Procedure") for the marketing of mining rights to the Santou Houda bauxite block (the "Santou Block").

The Ministry of Mines and Geology is soliciting sealed bids from qualified applicants for the mining of the Santou Block. The Applicants must undertake to process all of the mining substances[1] extracted from the Santou block on the territory of the Republic of Guinea.  

Participation in this international open tender, as defined in Article 20 et seq. of the Public Procurement Code, is open to all candidates who meet the conditions defined in the Open Tender Documents and who are not concerned by one of the cases of ineligibility provided for in Article 51 of the Public Procurement Code.

Interested applicants may obtain a complete bidding package online for a non-refundable payment of thirty thousand U.S. dollars ($30,000). The method of payment will be by bank transfer, made to a bank account managed by the Transaction Advisor.

Interested applicants should request the Bidding Documents, indicating the name and address of the person representing them for correspondence relating to this invitation to tender (the declared correspondent), from the following addresses AOSantou@cpcs.ca with a copy to dg.cpdm@mines.gov.gn and dga.cpdm@mines.gov.gn. They should include, for each of the declared correspondents: name, surname, position held, telephone numbers, e-mail address and postal address.

Instructions for obtaining the DAO will be shared by the Transaction Advisor with the declared correspondents by email within 24 hours of receiving their request.

Tenders must be written in French and submitted in hard copy, one (01) original and three (03) copies (as well as an electronic version on a USB key) by the tenderer to the attention of the Chairman of the Technical Committee for Mining Titles, Ministry of Mines and Geology, no later than Wednesday, October 05, 2022 at 9:00 a.m. at the following address

Bids not received by the time and date indicated above will be rejected outright and returned unopened at the expense of the bidders concerned.

The bids will be opened in the presence of a representative of the Direction Nationale du Contrôle des Marchés Publics (DNCMP); an independent observer of the Autorité de Régulation des Marchés Publics (ARMP), a representative of the Transaction Advisor and representatives of the bidders who wish to participate in the opening of bids on Wednesday, October 05, 2022 at 10:00 a.m. at the following address

Bids must include a bid security in the amount of five hundred thousand U.S. dollars ($500,000). Each bid security shall remain valid for thirty (30) calendar days from the end of the bid validity period for which it was issued and may only be called upon during these thirty (30) calendars day period for an event or events occurring during the bid validity period for which it was issued.

Bids shall remain valid for twelve (12) months from the deadline for submission of bids as stated in the bidding documents.
